GOVERNOR CUOMO ANNOUNCES COMMUNICATIONS TEST DESIGN, INC. EXPANSION IN GLENVILLE
Communications Electronics Company Doubled Initial Jobs Commitment, Employing More than 300 People
CTDI Adding Nearly 40 Jobs at Second Schenectady County Facility
October 30, 2017 – Governor Andrew M. Cuomo today announced that Communications Test Design, Inc. is expanding its Capital Region operations into a second building at the Glenville Business and Technology Park in Schenectady County. The Pennsylvania-based company, with facilities in more than 20 countries, will add nearly 40 jobs to support their Capital Region operations. Previously, CTDI committed to create 150 jobs and utilize 130,000 square feet of operation space. They exceeded their commitment, doubling the number of employees to more than 300 and adding an additional 20,000 square feet.
“The Capital Region has seen unprecedented growth and investment in recent years and with CTDI’s decision to expand in Glenville, we ensure that this region’s momentum continues strong,” Governor Cuomo said. “With this expansion, CTDI will create dozens of jobs, helping to spur Schenectady County’s economy for years to come.”
CTDI is a global engineering, repair and logistics company servicing the telecommunications sector. Their services include testing, repairing and refurbishing consumer electronics; planning, sourcing and manufacturing telecommunications accessories; and repair and logistics for cable modems and network connectivity devices. It was founded more than 40 years ago in West Chester, PA by Jerry Parsons, along with his father and brother, in the family’s garage. Today, CTDI employs more than 14,000 people in over 90 facilities worldwide.

CTDI will invest $800,000 in machinery and equipment, lease 73,000 square feet of space in a new $5 million, 98,000 square foot building to be built at the Glenville Business and Technology Park, while adding 37 new jobs. To encourage CTDI to proceed with its expansion, Empire State Development has offered up to $400,000 in performance-based Excelsior Jobs Program tax credits. Additionally, the Schenectady County Metroplex Development Authority will provide a PILOT agreement and sales tax exemption for this project.
Empire State Development President, CEO and Commissioner Howard Zemsky said, “Since CTDI arrived in Schenectady County, the company has exceeded its job creation goals and continues to grow to meet the increased demand of its customer base. We are proud to work with our local partners to encourage CTDI’s Capital Region expansion project.”
Anthony Jasenski, Chairman of the Schenectady County Legislature, said, “CTDI’s decision to invest in Schenectady County in 2014 was great news for our community and another sign that our focused economic development effort was creating new jobs and expanding our tax base. In just three short years CTDI is continuing to grow and now expanding into a new building. This is a credit to CTDI staff in Glenville. We thank the Governor’s economic development team for working with us to help this company grow in Schenectady County.”
Ray Gillen, Schenectady County Metroplex Development Authority Chair, said, “We thank Governor Cuomo and Empire State Development for their efforts to bring CTDI and 300 new jobs to Schenectady County in 2014. Now, just three years later, we are excited to work with ESD and the Town of Glenville to construct a new 98,000 square foot building to accommodate an expansion for CTDI at the fast growing Glenville Business and Technology Park.”
Senator Jim Tedisco said, “The expansion of CTDI is good news for the creation of more jobs in Glenville and the 49th Senate District.”
